MedWet/Region : Network and action programme on wetlands in the Mediterranean Region

In some countries the regional authorities have important responsibilities concerning the conservation and management of the natural environment, as well as other related areas (land use planning, tourism, agriculture, hunting, fishing, transportation, education, etc.). Furthermore, they are very close to the field and to the actual problems. For these reasons, the Mediterranean Wetlands Committee (MedWet/Com) wishes to associate the regional and sub-regional governments to the MedWet initiative, through a network for wetlands in the Mediterranean regions.

With the support of the French Ministry of Environment and the Station Biologique de la Tour du Valat, several regional authorities from the western Mediterranean interested in the creation of this network, have jointly developed a project, named MedWet/Regions, which is aimed to implement an Action Programme for Wetlands in the Mediterranean Regions.

Goals and objectives

This Action Programme is aimed to contribute to the conservation and sustainable development of wetland ecosystems, and to improve the collaboration between Regions. The project is focused on the mission of the MedWet initiative: "to stop and reverse the loss and degradation of Mediterranean wetlands and to restore them". Under this framework, the general goals are the following:

1. To contribute to establish a technical network for wetlands in the Mediterranean Regions, considering the Natura 2000 network.

2. To develop and implement an Action Programme for Wetlands in the Mediterranean Regions in order to:

-  Promote technical exchanges among the Regions in relation to common methodologies, and in particular those developed under the MedWet initiative.
-  Promote the integrated management of wetlands.
-  Increase the collaboration among Regions of Mediterranean countries.

The specific objectives of the Action Programme are the following:

-  To improve knowledge and harmonize the information about the natural heritage, human activities and threats related to wetlands, through standard methods and tools for data collection, storage and analysis.
-  To contribute to maintain or enhance the conservation status of Natura 2000 wetlands, through integrated management plans and scientific monitoring programmes, based on common criteria.
-  To promote sustainable activities and the wise use of the natural resources of wetlands.
-  To contribute to the capacity building of regional governments and to improve the technical capacity of local actors and managers of wetlands, through training and exchanges.

Partners

The project partners, and therefore the first members of the network, are the regional governments of Corsica and Provence-Alpes-Côte d’Azur in France, Tuscany in Italy, Andalusia, Catalonia, the Balearic Islands, Murcia and Valencia in Spain, Algarve and Alentejo au Portugal. Other regions, such as the Languedoc-Roussillon and Sicily have expressed their interest to join the network. The Government of the Balearic Islands is the leader of the project through the regional Ministry of Environment, Conselleria de Medi Ambient.

The Ministry of Environment of Morocco, through the MedWet/Coast project, is associated to this project, in order to establish links between the MedWet/Regions and the MedWet/Coast projects and networks. The MedWet Coordination Unit is also associated to the project and Tour du Valat, as a Project Development Unit of MedWet, has provided technical support to the partners during the phase of creating the network and developing the Action Programme. During the implementation phase, Tour du Valat continues supporting them on training and exchange actions.
