Clean up of urban waste and establishment of infrastructure at the National Park of Llogara

The NP of Llogara is located at both sides of the national road Vlore - Sarande and due to its geographical position, climate and other natural, historical and cultural values, it consist a very important recreational place for many visitors and travelers.

Hundreds of people stopover to the restaurants and many other spent leisure time in this very particular place. Within territory of this park there are 13 restaurants and bar facilities that provide their services such as accommodations, lodging, meals and restaurants but they did not any facility or system for the solid waste management, whose main part were thrown in to the park area creating this way significant fly tips in the park.

Frequent visit of the tourists and visitors around such facilities, lack of infrastructure capacities with the necessary access within the park (recreative places for visitors, parking areas, information and presentation tables) caused a lot of problems due to inappropriate parking, littering from the visitors and inappropriate waste management from the restaurants.

Given such an aggravated environmental situation, urgent intervention was deemed necessary for mitigation of adverse impacts and improvement of waste management situation, provision of infrastructure facilities aiming at improvement of waste management abilities of the Park Administration.

Meetings with the local authorities (Orikumi Municipality) were held along with other round tables and discussions including environmental associations (“Karaburuni” and “Dukati” associations), with the user groups (restaurants established in the Park), etc. These brought up the necessity to change such situation and even yielded an “environmental group” related to the restaurants and other accommodation facilities in the park. All stakeholders showed willingness and support to contribute in the clean up of the area, as well as completion with appropriate access facilities that guarantee a sustainable park management.

MWC, based also in the findings and recommendations of the Management Plan, developed a project proposal to clean up and improve waste management situation in the park as well as to provide with necessary infrastructure for park. The project was implemented by a local company which was contracted for these works.

The key actions of this intervention comprised the urban waste cleanup in some very critical places of the park; establishment of waste bins in all places where there is significant flux of visitors; establishment of containers for collection of the waste and other disposed items-close by the restaurants; establishment of the indicative e and informative tables; establishment and arrangement of some recreative - sightseeing areas (tables and chairs) in places visited most frequently; provision of waste transport track to transport waste in the local dumpsite. Some of the main accomplishments of the project are establishment of clean areas in the parks, increase of public awareness of the community on nature and biodiversity values conservation, preventing and minimizing of phenomenon that devastate environmental values of the park, increase of efficiency and functionality of the forestry service administration in improving control and administration of the waste management system within the park.

This project will be a good example for all stakeholders and will replicate similarly in other parts of the park while it encourages the forestry service administration to put efforts in further improving park infrastructure and visitors access facilities dedicated either to provision of recreational and leisure time conditions but also to provision with necessary tools that give access to cultural, historical and environmental values of this area.

The key partners involved and supporting this project were Municipality of Orikumi, Forestry Service of Vlora, community and user group operating in Llogara, local high schools of Orikum and Dukat, NGOs “Karaburuni”, “Dukati” and “Oriku, etc.
