Management planning quarterly report
Albanian quarterly report on the progress of Narta lagoon management plan

Expected results, indicators, results achieved on Narta Lagoon protected area and corrective measures must be done in light of problems faced during the developpement process of the Albanian project. These measures should allow an improvement in the implementation of the management plan.

Local teams experts and facilitators are defined. Terms of reference and timetable are defined. They are on stand by position because project activities are interrupted. Project must resume and assistance from an international expert is needed.
Participate diagnosis with stakeholders and interested parties Local committees, private and public meetings, workshops, participative diagnosis surveys conducted with users, etc. 3.02.03, INA-Naftaplin representatives. Re-vegetation of embankments at Zverneci oil well and rehabilitation plan for the area;
14.02.03, meeting at Centre commune, demolition of illegal constructions at project areas. Commune, County Council and Construction Police will work together to demolish illegal constructions according to the decision of National Territory Council.
Meeting with fishermen of Narta lagoon, to hear their problems and collect their opinions for solutions. A great concern for the fishermen is the phenomenon of Narta lagoon eutrophication. The main factors of this problem are the blocking of the communication channels sea-lagoon, and the dysfunction of the draining channels. The uncontrolled fishing activity damages the fish reserves of the lagoon. The fishermen emphasised that: The rehabilitation of the sea-lagoon channels, and the channels that pours the sweet waters in the lagoon is the best intervention for the situation improvement. Also, control of fishing activity according to the law and the fishing regulations is another way to improve the situation.
Improvement of the database
Mapping, scientific, technical and administrative documents, etc. A draft of management plans for each project site is prepared. MedWet database can not be completed because GIS experts is not recruited yet (interruption of project activities) Project must resume and GIS expert employed. GIS software ought to be bought.
Field activities, development of management and monitoring actions Actions undertaken in the field, management and monitoring activities, surveys, construction works, infrastructure, etc. Final report of Hydrological monitoring is submitted. No management activities are undertaken because the project is interrupted. Project must resume.
Oil drilling activity has stopped and the Plan for the rehabilitation of the drilling site is prepared and submitted to the MoE. The drilling activity did not have any significant negative impact on the environment and no pollution. The drilling activity has finished. It needs to be done the rehabilitation of the area of drilling and camping sites.
Training and network development actions Participation of local people in the project, in training, meetings and missions of national and international experts, etc. The working group is created for Narta area, with representatives from the local authorities, NGO, waters, fishing, and construction specialists.
A training package is prepared on the project itself and management plans and will be delivered to the working groups. The project funds are frizzed in order to conduct the training. Project must resume.
Other actions Other activities not mentioned above
World Wetland Day- 2nd February. Different awareness and information activities are organised in Novosela High School, with community and village authorities at Novosela in Narta, Zvernec. In the activity participated the "Narta Lagoon" NGO, too.
Was spoken about the wetland importance, and some posters, leaflets, and projects newsletter is delivered.
Meeting with the sportive hunters and fishermen association, and the Forest Service Directorate. In the meeting are discussed different issues and concerns such as: the great number of the unregistered weapons, automatic weapons, use of exterminating means, lack of the implementation of the law and hunting regulation etc. Increase of the implementation of the Law and regulations and hunting must be forbidden in some areas.

Comments: The process of preparation of management plans is delaying because we do not have the necessary financial resources to do this job. Also, we have not had technical support from the international expert.

Reason: A decision is not yet taken from GEF/UNDP in order to lift the suspension of the project, taking into account that the drilling activity has stopped.
