Quarterly activity report of MedWetCoast Albania
Period covered: January / March 2003

Follow up the last development of the MedWetCoast Project in Albania. This document presented in tabular form is an owerview of project outcomes in view of outcome indicators set by the Regional level. We can also find Albanian project Output in view of indicators and the Status of Achievement of Indicators. In addition of the Quarterly activity report the reporting of the project activities planned for 2003 is included at the end of the presentation.

Project Partnership Strategy The project has as a full technical partner the Regional Facilitation Unit in France (Tour du Valat Center and Conservatoire du Littoral), as well as the MedWetCoast Projects in Egypt, Tunisia, Palestinian Authority, and Morocco. In national context, a partnership with governmental and non-governmental institutions and Vlora local authorities has been established through National and Local Steering Committees.
Project Resource Mobilization Targets
Major Issues Faced Lessons Learnt During Quarter/Annual Period The major issue was the suspension of the project activities from March 2002 due to the oil/drilling activity in Narta area. Gaps on legislation and lack of a clear conservation status of the area caused the development of other activities conflicting with nature conservation.

B. Project Outcomes and Outcome Indicators

Preparation and adoption by the Government of the Wetland Strategy with national implementation targets. No progress because of project suspension.

OUTCOME 2 - Protection and removal of root causes in key demonstration sites selected in view of their global significance and of the variety, which they present in terms of threats and accompanying actions. Preparation of Site Diagnosis for Narta, Orikumi, Karaburun, Llogara, Sazani including the wetland study, socio-economic study and preparation of thematic maps. The Site Diagnosis for Narta, Orikumi, Karaburun, Llogara, Sazani including the wetland study, socio-economic study and preparation of thematic maps are completed.
Establishment of a hydrological monitoring system for Narta and Orikumi, as well as biodiversity monitoring for Narta, Orikumi, Karaburun, Llogara, Sazani. The Program on hydrological monitoring is prepared and is under implementation.
Adoption by appropriate authority of the management plans for Narta, Orikumi, and Karaburun. Draft of management plans under preparation.
Pilot actions in project area. Reforestation of 12 ha at project sites is done. Cleaning up of Soda forest Cleaning and rehabilitation of channel sea-lagoon-sea at Narta lagoon
OUTCOME 3 - Contribution to "closing the Mediterranean circle" in terms of biodiversity protection and sustainable management of wetlands and coastal zones through cost-effective networking for transfer of lessons, interchange and training. Capacities are built nationally and locally. Capacities are being built through seminars, meetings, public awareness activities, as well as involvement of the local community in the project activities.

OUTPUT 1.2 - Reinforce the legal and information basis required for effective implementation of Coastal Zone Management Plan. Mapping of land ownership distribution in project area. Data on land ownership in project areas are gathered.
Preparation of National Wetland Strategy Not done because of suspension of the project.
OUTPUT 2.1 - Preliminary site diagnosis for Karaburuni, Orikumi and Narta including extensive field assessment of biodiversity distribution, water quality, water regimes and socio-economic activities. Analyze nutrient content of sediments The institutions (University of Tirana in collaboration with an NGO) to accomplish such task are identified.
OUTPUT 2.2 -Establishment of an interim management committee for Narta and surrounding area Workshop in project site including all involved ministries, NGOs, local economic actors, local authorities, etc. to discuss the management problems A seminar on the management problems in project site is realized. Representatives of MoE, involved institutions, NGOs, local actors, local authorities, took part in the seminar.
OUTPUT 2.3 - Public awareness activities to sensitize local people and decision-makers of importance of Lake and Karaburun peninsula, and the natural environment in general Produce information materials, t-shirts, posters for the local school and public.
Make short videos of Narta and Karaburun and their biodiversity importance
Information materials and t-shirts with project logo are produced on the environmental days.
OUTPUT 2.4 - Establishment of a monitoring system for hydrology and water quality at Narta lake Implementation of hydrological monitoring. The hydrological monitoring program is under implementation.

ACTIVITY 1.2.1 - Field trip and meetings in the site on management plans (Activities are related with the drilling activity at Narta lagoon) January-March Field trips at the project areas as: Narta and Orikumi lagoon, national park of Llogara etc. Realization of meetings with specialists, fishermen cooperatives, NGO-s, Prefecture, District Council, Institutions etc. In the meetings are discussed the problems in project areas, which are being reflected in the preparation of draft management plans.
Monitoring the implementation of the Environmental Permission conditions, and the international consultant recommendations for the oil well Zvernec. There are no environmental problems, the oil well perforation has finished and have been evacuated its equipments.
OUTPUT 2.3 - Public awareness activities to sensitize local people and decision-makers ACTIVITY 2.3.1 - Public awareness on illegal hunting and fishing involving the local peoples. January- March For the public awareness raising and the law implementation against illegal fishing and hunting, meetings are organized with NGO`s like Narta lagoon, Blue Lagoon-Orikum, Hunters association, as well as with the Forest Service Directorate, Agriculture Directorate, local authority.
For the 2nd February: "World Wetlands Day," is prepared a leaflet in Albanian and English, which was distributed in Tirana and Vlora to schools, different international organizations and the MoE. Activities are organized with NGO`s, communes and schools. In this framework, a TV spot has been prepared and has been shown on 31 January and 2 February in a national TV.
Related to the problems in the project areas in Orikumi and Narta Lagoon, (the sand digging, the urban and construction wastes throwing, illegal constructions) meetings are organized with NGO`s local authorities and the community aiming to find ways and solutions to these issues.
Collaboration with the construction Police, Prefecture, communes on the illegal constructions at project areas. The necessary legal documents are prepared, and in Orikumi area has started the demolition of the illegal constructions.
ACTIVITY 2.3.2 - Collaboration with the Construction Police to demolish the illegal construction at the project area February For the protection of the maritime environment from pollution and illegal constructions, meeting with the Maritime District, Police, Regional Environmental Agency and Agriculture Directorate are organized.
OUTPUT 2.4 - Establishment of a monitoring system for hydrology and water quality at Narta lake ACTIVITY 2.4.1 - Evaluation of the reports of Hydrological Program and finalizing the contract. March The Hydrometeorological Institute delivered the final report on Hydrological Program and the water quality. The report was evaluated and delivered to Ministry of Environment and UNDP.
ACTIVITY 2.4.2 - Preparation of ToRs and procurement procedures for the feasibility study for permanently channel connecting Narta lagoon with sea March Not yet prepared due to the project suspension.
OUTPUT 2.5 - Monitoring of globally threatened biodiversity ACTIVITY 2.5.1 - Preparation of Monitoring Program and discussion with MoE and experts, consulting with RFU February - March An updated version of this monitoring program is under preparation due to new developments and other monitoring programs financed by the MoE.
ACTIVITY 2.5.2 - Starting the implementation of Monitoring Program The implementation will start soon depending on the resume of the project.
OUTPUT 2.6 - Implementation of site Management ACTIVITY 2.6.1 - Tree planting compatible with biodiversity conservation around Narta February-March This activity is not done due to project suspension and is postponed to December of this year. The project office is collaborating with the drilling company for implementation of the MWC project tree planting in the framework of the site rehabilitation.
OUTPUT 2.7 - Development of a finalized management plan for project site formally accepted and adopted by appropriate authority ACTIVITY 2.7.1 - Completion of MedWet database and continuation on the preparation of habitat maps for project sites according to the MedWet methodology. ACTIVITY 2.7.2 - Continue the management plans preparation through a team composed by national expert, local expert, and community. January A guide to the management plans for each project site is prepared and is under translation into English.
