Synthesis on the progress of the "management plan process" at regional and national levels

Since the Second Regional Advisory Committee of the MedWetCoast Project (RAC2) , the MedWetCoast project activities were focused on the realization of the management plans. This stage enters within the framework of a total step programmed with a bill book "the management plan process". This process has for finality to produce a management plan for each site concerned by the project. A framing note with a workplan (publication MWC n° 01/2002) was produced by the regional unit and recommendations were emitted during the various technical meetings of the international experts network (international experts meeting: 11/04/2002 and technical session of the RAC2: 28/06/2002). A standard format for a quarterly report on the progress of the ’’management plan process’’ was also established in order to make the technical follow-up of the actions carried out. The aim of this follow-up is, essentially, to keep regional homogeneity in all steps of the process and to better tally it. This also allows the cure of possible problems which would encounter the national partners.

The capitalization of this follow-up is envisaged in the workplan of the regional component. We quote, in particular
- Realization of a MedWet booklet on the integrated management of the wetlands and coastal zones
- To follow-up the GIS activities and to prepare the next stages programmed for this purpose: acquisition of new spot images in 2004 and evaluate the development of habitats. This would allow the readjustment of some of the objectives and the actions of the management plans already set up.
- Update of the data base on the Web site (medwetcoast.com) and capitalization of the gained experiences by multiple forms of exchanges.
- Update of the CDROM: training of trainers on management plan (publication n° 07/2002)
- To establish the training requirements (training for the local moderators, training on the monitoring and survey,...)

Progress reports on the project activities at the national level, during the fourth quarter of 2002, are submitted to the regional unit and were published on the Web site. These reports comprise on the whole an activities undertaken within the framework of the ’’ management plan process’’ without however been always consigned in the conceived format. In the majority of the countries, the management plan process touches at its end and the first versions of the management plans are already carried out, as in Burullus and Zaranik (Egypt); Wadi Gaza (Palestinian Authority) and in Tunisia (Wadi Laâbid, Dar Chichou & Jebel El Houaria). The management plans received by the regional unit are put on line on the Web site.

Considering the importance which constitutes the management planning stage in the objectives of the project, it would be very convenient to:
- Improve the quality of the management plans by collecting the maximum of comments and suggestions. Calling upon more dialogue by validating the various objectives and operations recommended by all the concerned actors. It be desirable that the format of the management plans be in conformity with the format recommended by Eurosite / Ramsar directives.
- Reinforce the exchanges between the countries and between the national and the regional components in order to develop the various experiments undertaken in all the MedWetCoast sites. The use of the Web site constitutes a good tool to achieve this goal.
- Organize a meeting of the international experts network in order to update the activities undertaken until there to cure the raised problems and to prepare the next process in a homogenized step. The success of the next steps of the project and the durability of this one pass unrelentingly by the success of a good. On the regional level, the homogenisation of the activities undertaken in this target will reinforce the project and will ensure its durability in the Mediterranean region.
